  1. Trim the fat and gristle from the beef. Put into a pot of water 2 quarts, and boil add sugar, black vinegar, salt, white pepper and garlic. Boil for 30 minutes. Set aside. Discard the beef trimmings after you make the broth.
  2. Add your beef to a bag with the marinade. Let sit 1 hour
  3. Preheat oven 400 degrees Fahrenheit
  4. Add carrots and onions to the beef in a bag along with the marinade.
  5. Let it sit for 20 minutes with everything coated in the bag.
  6. Pour the bag into a roaster adding half the broth put into oven for 1 hour covered.
  7. Take the meat and vegetables out and add and Tomato paste to liquids in roaster.
  8. Bring to a boil add chickpea flour stirring constantly as it will thicken.
  9. Cut the beef up into bite sized pieces. Add back to roaster.
  10. Then add the vegetables. Stir everything coating the stew beef.
